IRCC Extends Pause on New Private Refugee Sponsorships Until December 31, 2026

On November 21, 2025, Immigration, Refugees and citizenship Canada (IRCC) announced that the temporary pause on new Private Sponsorship of Refugees (PSR) applications from Groups of Five (G5) and community sponsors is being extended until December 31, 2026.
- The pause applies only to new PSR applications from G5 and community sponsors.
- Applications already submitted will continue to be processed.
- Canada will keep welcoming refugees through the PSR Program in line with immigration levels targets.
- The stated reason is very high demand, large application inventories, and long processing times.

- No new G5 PSR applications will be accepted until at least January 1, 2027.
- G5 sponsors with existing files already submitted will see those applications continue to be processed.

2. Community Sponsors
Community sponsors include organizations, associations, and corporations that meet IRCC’s eligibility criteria. For them, the same rules apply:
- New community sponsor PSR applications are not being accepted during the pause.

Refugees who already have a G5 or community sponsor application in process are not losing their place. Their cases should continue moving through the system, subject to the usual security, medical, and eligibility checks.
- Family members abroad hoping to be sponsored privately by relatives in Canada through a G5 or community sponsor structure.
- Faith communities and community organizations that have historically mobilized as G5 or community sponsors to support refugees.
- Local settlement agencies and NGOs that coordinate support for privately sponsored refugees and need to adjust their planning.
- Refugees considering different resettlement options, who may now need to rely more heavily on UNHCR referrals or SAH-based sponsorships instead of G5/community routes.
IRCC explicitly points to high demand, a large volume of applications, and lengthy wait times as reasons for the initial pause and this extension. Internal government planning documents have long acknowledged that demand for the PSR Program has exceeded available admission spaces, generating significant application inventories and processing backlogs.

For Canadians and Permanent Residents Who Wanted to Start a G5 or Community Sponsorship
- You cannot file a new G5 or community sponsor PSR application before the end of 2026.
- You may still participate in refugee resettlement by:
- Partnering with a Sponsorship Agreement Holder (SAH), if they have allocation space.
- Supporting local resettlement efforts for already landed refugees (housing, employment, integration support).
- Use the pause to prepare documentation, fundraising plans, and settlement support strategies so you are ready when intake reopens.
For Sponsorship Agreement Holders (SAHs)
- SAHs remain the main operational private sponsorship channel during the pause.
- Demand from individuals and community groups may shift heavily toward SAHs, increasing pressure on their annual quotas and internal processes.
- SAHs will need clear, transparent criteria to decide when and how they can partner with community groups previously expecting to apply as G5/community sponsors.
For Refugees and Families Abroad
- If your file is already linked to a G5 or community sponsor and has been submitted, it should remain in process.
- If your relatives in Canada were planning to start a G5/community sponsorship for you, they will not be able to do so before 2027 under current rules.
- You may need to look at alternative pathways such as:
- SAH sponsorship, where available.
- Other resettlement programs via UNHCR referrals.
- Regular immigration pathways (family sponsorship, economic pathways), if you meet eligibility requirements.
